Robert J. Lynch, CPA, Partner
Robert J. Lynch, Certified Public Accountant, a partner in the firm, is a 1987 graduate of Bryant College with a BSBA degree. Mr. Lynch has been associated with the firm since 1988 and has been responsible for services to clients in auditing, financial management, administrative operating procedures, accounting, and taxation with a specialization in government and non-profit organizations. Together with partner Richard Bienvenue, Rob is responsible for managing and leading TLB.
Rob’s municipal and non-profit experience spans nearly twenty years and includes providing a diverse array of services to dozens of municipalities and non-profit organizations throughout Massachusetts. This experience includes the traditional accounting and auditing services as well as numerous financial, departmental and process reviews and studies, working with clients to resolve and clear audit findings and implement recommendations, and consulting on municipal and non-profit finance issues.
In addition to his background in municipal and non-profit accounting and finance, Rob has significant experience in providing our tax, business and high net worth clients with tax preparation and tax planning services. His experience includes a wide-range of clients throughout numerous industries and throughout southeastern, Massachusetts. As a Personal Financial Specialist and licensed securities representative, Rob utilizes this experience and perspective to ensure complete and thorough tax planning is provided to our clients.
Rob and his family reside in Weymouth, Massachusetts and are active in numerous community organizations.
Rob is a member of the American Institute of Certified Public Accountants, Massachusetts Society of Certified Public Accountants and the Massachusetts Government Finance Officers Association.
Richard D. Bienvenue, CPA, Partner
Richard D. Bienvenue, Certified Public Accountant, a partner in the firm, graduated from Massachusetts College of Liberal Arts with a Bachelor of Science Degree in Business Administration in 1993. Richard has been performing audit, tax consulting and planning engagements for municipalities, non-profits, businesses and high net-worth individuals in the southern New England region since 1993. Mr. Bienvenue has been associated with the firm as a partner since 2002, prior to which he was an Accounting and Auditing Manager with a Cape Cod based CPA firm with related service of nine years. Together with partner Robert Lynch, Richard is responsible for managing and leading TLB and is hands-on in ensuring high quality; efficient and value-added services are provided to our clients.
As a business owner, entrepreneur, investor, CPA, business advisor and consultant, licensed securities representative and registered investment advisor, with experience in various industries Richard has the expertise and knowledge to lead our client service teams in a wide-range of accounting, tax and business services. Richard has substantial, real world experience in business management, advisory and tax services and in dealing with economic development and organizational governance issues. Industry experience includes real estate, construction, retailers, contractors, restaurants, technology and web development, professional services, medical providers and others. Richard is a trusted advisor to many clients has served as a trustee or fiduciary for several.
In the municipal and non-profit arena, Richard has substantial experience in government and non-profit accounting and finance, federal grant (Single Audit) requirements. He has audited and provided assistance to dozens of Massachusetts municipalities and non-profit organizations. Additional experience includes accounting system and chart of accounts design and implementation, special studies, reviews and agreed-upon procedures, fraud and forensic audits, departmental and internal control reviews, interim accounting and treasury services, training of municipal finance personnel and closing and work-out of municipal ledgers and finance records. Richard has worked closely with many municipal clients to improve operations, deal with the Massachusetts Department of Revenue, Division of Local Services and on numerous compliance and organizational issues.
Richard has a specific expertise in municipal health insurance joint purchase groups and provides auditing and consulting services to several Massachusetts groups and has been the Treasurer of the Cape Cod Municipal Health Group since 1999. In addition, Richard is active in economic development issues in southeastern Massachusetts and Cape Cod and has served as Treasurer of the Falmouth Economic Development and Industrial Corporation since 2005.
Richard has authored several white pages on municipal finance and business issues and has been a speaker and presenter on several topics for various professional organizations.
Richard is a member of the American Institute of Certified Public Accountants, Massachusetts Government Finance Officers Association, the Massachusetts Society of Certified Public Accountant’s and a member of the Massachusetts Society of CPA’s Government Accounting and Auditing Committee. In addition, Richard and the firm are members of the Cape Cod Technology Council and various Chamber of Commerce organizations in southeastern Massachusetts.
Richard and wife Nancy reside in Wellfleet, Massachusetts with their two children and are active in numerous community organizations.
Timothy S. Bell, CPA, Principal
Timothy S. Bell, CPA is a 1991 graduate of Nichols College with a Bachelor of Science Degree in Business Administration - Accounting. Mr. Bell has over 16 years experience in accounting and finance, including several years in public accounting with regional and national firms where he performed auditing, accounting and tax engagements for public and private sector clients. Prior to joining Thevenin, Lynch, Bienvenue, LLP in 2003, Mr. Bell was a controller for a technology firm for 4 years, where he was responsible for all aspects of financial administration. Mr. Bell’s prior audit experience is with the Boston office of Deloitte and Touche, LLP and a local Cape Cod accounting firm with related service of two and four years, respectively.
Tim has significant experience providing accounting, auditing, consulting and tax services to municipal, non-profit and commercial clients and substantial experience in government and non-profit finance, federal grant (Single Audit) requirements, financial and grant management and accounting systems. In addition to carrying out traditional engagements, other experience includes GASB and FASB implementations, Schedule A preparation, internal control evaluations and other consulting engagements for municipal clients; UFR preparation, cost allocation plan and cost study services and analysis, and tax-exempt financing for non-profit clients and in various business matters for commercial clients. Tim is responsible for overseeing firm engagements in several practice areas and in providing technical review and advice to firm clients and staff alike.
Tim resides with his family in Webster, Massachusetts where they are active in the local community.

Grady S. Connor, CPA, Manager
Grady Connor, CPA is a 1991 graduate of Stonehill College with a Bachelor of Science Degree in Business Administration – Accounting. Mr. Connor also received a Masters in Science of Taxation from Bentley College in 1993. Mr. Connor has been associated with the firm since 1998 and has been responsible for completing a wide-range of municipal engagements from internal control reviews, departmental efficiency reviews, compliance and internal control testing, agreed upon procedures, planning and completing governmental audits including preparation of governmental financial statements, developing and preparing management letter comments and implementing GASB and FASB pronouncements.
Grady has substantial municipal auditing experience and is responsible for completing numerous audit, agreed upon procedure and special engagements annually; for supervising staff personnel and in implementing technical changes in our municipal audit engagements.
Prior to joining the firm Grady was a financial officer for a private vocational school for three years where he was responsible for corporate accounting and for supervising federal financial assistance programs for students.
Eric A. Kinsherf, CPA, Manager
Eric Kinsherf, a CPA, a Certified Massachusetts Municipal Collector, a Certified Massachusetts Municipal Treasurer, and a manager with our firm, graduated from Suffolk University’s Sawyer School of Managerment with an MBA and from Bridgewater State College with a Bachelor of Science degree in business administration and accounting. Eric joined the firm in 2005 prior to which he served as the Finance Director for the Town of Braintree, Massachusetts and as Town Treasurer for the Town of Dennis, Massachusetts with related service of four years in each position. Additional experience includes working in the Treasury department for the City of Brockton; as a portfolio accountant for State Street Bank and Trust and in various capacities for several private clients.
In addition to conducting and supervising governmental audit engagements, Eric is experienced consulting with our governmental clients, particularly in the areas of accounting and treasury department operations and cash management. With Eric’s depth and breadth of experience in municipal accounting, auditing and finance he has served as an invaluable resource for numerous municipal clients throughout southeastern, Massachusetts.
Eric and his family reside in Bourne and he is active in community activities, including serving as the Treasurer of his church. Professional affiliations include being a past President and Executive Board member of the Massachusetts Government Finance Officer’s Association; a member of the Massachusetts Society of CPA’s; American Institute of CPA’s and the Cape Cod Canal Region Chamber of Commerce.
Kristin Frazier, CPA, Senior Accountant
Kristin Frazier, CPA is a 1988 graduate of the University of Massachusetts with a Bachelor of Science Degree in Business Administration – Accounting. Prior to joining the firm in 2001 Ms. Frazier was a Senior Auditor for the Defense Contract Audit Agency for 10 years where she was responsible for performing financial and operational audits; audits of price proposals, indirect cost rate submissions, accounting systems; and preparation of audit findings and management recommendations for government contracts.
Kristin is based out of our Brewster, Massachusetts office and has substantial experience providing audit and accounting services to municipalities and non-profit organizations throughout Cape Cod. Kristin is responsible for preparing and auditing municipal and non-profit financial statements, preparing Schedule A for municipal clients, UFR’s for non-profit organizations and conducting compliance examinations in accordance with Government Auditing Standards and OMB Cost Circulars.
Kristin has worked closely with Partner Richard Bienvenue in administering the firm’s Cape Cod tax practice and is an integral resource for our individual, business and high net worth clients. Kristin’s tax and business experience include preparation and analysis for individuals, partnerships and corporations as well as interim accounting service and accounting system set-up and design.
Kristin resides in Wellfleet, Massachusetts and is current and active with events throughout Cape Cod.
