Thevenin, Lynch, Bienvenue, LLP is a growing professional service firm serving the southern New England region with full service offices located in Brockton and Brewster, Massachusetts. From our offices we have been serving individuals, small to medium sized business’, non-profit organizations and municipalities for nearly thirty years.

We offer a wide range of services to a diverse client base, drawing upon the expertise of our principals and staff to deliver excellent customer service and results. Quality Control

Thevenin, Lynch, Bienvenue, LLP, Certified Pubic Accountants is committed to providing quality services to our clients in the public sector. To this end, we have established high quality control standards and monitoring procedures to ensure quality service is rendered in the performance of our engagements.

All of our partners and staff receive at least 80 hours of continuing professional education in audit administration or procedures, every two years, with at least 24 hours specifically in governmental accounting each year. In addition, all staff participate in in-house staff seminars held at least twice a year on the latest issues and trends affecting Massachusetts municipalities.

Audit quality is very important to the planning process. Our partners are key members of the audit team and are significantly involved in overseeing the planning process for each engagement. This includes evaluating and identifying areas of risk on each audit, preparing sufficient audit programs and properly staffing and scheduling the engagement. We use a national accounting services firm to provide general audit programs and planning and evaluation forms and checklists, as well as our own internally developed index and work papers designed specifically for each engagement. The combination of the general audit programs with our own Massachusetts and client specific work programs results in higher quality audit with consideration given to all the relevant auditing and accounting standards and national and local trends.

Our partners play a significant role in the field work phase of our audits and are present to resolve accounting and auditing issues as the arise and to review and evaluate internal controls and to supervise staff personnel. In support of this function, the firm maintains an extensive library of accounting and auditing standards and best practices and on sample application of those standards and practices. In addition, our library includes a copy of all statements issued by the Governmental Accounting Standards Board and the Financial Accounting Standards Board, as well as interpretive material on each statement.

Upon conclusion of our audit the engagement partner completes a review of all the relevant auditing standards to ensure proper consideration and disposition of accounting and auditing matters. Part of this review is done using checklists and evaluation forms provided by a national accounting services firm as well our own internally developed documentation for Massachusetts municipalities. In addition, prior to submitting a draft of our reports to our clients a partner not involved in the field work and reporting phase of the audit performs a concurring review of the financial statements, audit reports and significant audit workpapers.

The firm and its partners are members of the American Institute of Certified Public Accountants, the Massachusetts Society of Certified Public Accountants and the AICPA’s Government Audit Quality Center. Our participation in these professional organizations requires us to adhere to certain ethical and quality control standards. Our membership in these organizations requires us to annually perform an internal inspection of each partner’s engagements in order to ensure audit quality and consistency throughout the firm. From these internal inspections we identify areas for further discussion and sometimes result in a change in policy or procedure. In addition, we are required to undergo an external peer review of our accounting and auditing practice by an independent reviewer every three years. The results of our internal inspections and our outside peer review have found our systems and procedures meet or exceed the requirements of the American Institute of Certified Public Accountants.
